Tennessee Congressman Lincoln Davis says a cap and trade approach to controlling emissions could leave states like Tennessee behind.
The Pall Mall Democrat says he’s concerned about climate change and wants to see carbon emissions reduced. But he says a market to buy and sell the right to pollute would favor places where wind and solar technologies are more viable.
Under cap and trade, Davis says power companies in states like Tennessee would likely scramble to buy unused credits from their Western counterparts.
“You wanna put a cap? Fine. But I’m not for shifting that dollar somewhere else and give them the economic advantage.”
Whatever system is ultimately put in place, Davis says it’s important to make sure the South’s hydroelectric dams are categorized as renewable power. He says that well-established technology is often forgotten in the overall energy debate.
